Photoshop Elements 9 won't start after upgrading to MacOS Mojave

Hi,

I have a question and hope someone can help. I recently upgraded my Mac to Mojave from Sierra. After upgrading, I tried opening Photoshop Elements 9 but it wouldn't start up. So, I tried uninstalling and reinstalling last night and it seemed to work. But, this morning, I tried opening the app and it wouldn't open. The symbols would appear and start bouncing on the dock and nothing happens. Here's the weird thing, I also upgraded my iMac but the Photoshop Elements 9 works fine on that computer and not on the MacBook Pro. Can someone please help?
