Photoshop Elements Acting Up When I Try To Draw

So, I only own PS Elements (Ver. 14.1, and I have no new updates) on a MacBook Air 2015 (current OS) and I draw with a Wacom Intuos tablet.

For the last two weeks, give or take a few days, Elements has been acting up. I'll click on the layer I am aiming to work with, usually to draw on but this has happened when trying to use the color picker too, and it'll let me draw a little line or whatever but halfway through a motion, it suddenly acts as if I had clicked move layer or object and the picture moves around with my hand motion. Please note: I don't have to move the pen off the tablet, I am honestly in the middle of making a line and it switches tools. Mid motion.

I have absolutely no idea what is going on, nor how to fix it. I have checked for updates repeatedly. On both Elements and my Wacom tablet, even so far as to check for updates on my OS. All are up to date.
