Photoshop Elements Activation

I have installed Photoshop Elements following all screen directions - including entering the product key.  However no access for activation appeared.

No when I open elements I get the instruction to activate.

When I click the button to do so I get the message, "Unable to validate serial numbers".

The option to contact support doesn't help at all.  How do I accomplish this activation process?  Thanks for any help, Ian
