Photoshop Elements discontinued

I purchased Photoshop Elements 2019 and have been using it on a Windows computer for a number of years. Suddenly it won't work. When I try to launch it, I get a message that I have to update my Adobe software, my operating system and my web browser. However, Photoshop Elements is supposed to be perpetual, so I do not understand why I would have to do this. Also, my computer is old, so updating the OS is not an option. Any solutions?

Thank you for your suggestion! However, I already tried that, and it didn't work.

I now also tried uninstalling and reinstalling the software while offline, but no change. It won't "take" the serial number, it just goes back to asking again.

Thank you for your answer! I have tried to follow the instructions. But I no longer have Internet Explorer, I have Edge, and I can't find where to find the relevant changes. Downloading the latest version of the app would mean that I have to make a new purchase, which I try to avoid, since what I have already purchased is supposed to be perpetual. When it comes to the registry entries, I don't see anything about Photoshop Elements.
