Photoshop Elements Editor 2021: Suddenly trying to edit levels only pulls up the color picker tool

Hi, pretty much what it says above — I use the Levels tool fairly frequently to adjust images, but today, literally out of nowhere, hitting cmd-L or using the menu option only activates the color picker tool. No idea what I might have done to trigger this, but would love help on restoring a pretty vital part of this program. Thanks in advance!
