Photoshop Elements Install Issues

I just purchased the software today, Monday, April 16, 2018, for this product and it will not install. I used all the troubleshooting the Adobe website had and nothing worked. The website had listed to restart the computer, re-name the file, or to uninstall the file and then re-install. All of those did not work. I get the Exit code 7 and Error code DW003 and DW071 when I check the error summary link that is provided when the software says that it failed to install. I have a PC laptop with windows 8. If anyone knows what i can do to be able to download and use this application, it would be greatly appreciated.
