Photoshop Elements keeps changing my sizing!

I am making an invitation and my size is 8.125 x5.5.

elements keeps changing my size to 8.127x5.5?

it's off by .002 but Every time I change it , it changes it back to 8.127!

please help with any advice !

I had this problem once before but cannot recall how I resolved it!
