Photoshop Elements Photo Editor won't load

I've re-installed Photoshop Elements 2021 twice, but Photoshop Elements Editor won't load/open on my Mac since I've been running macOS Monterey 12.0.1. The icon in the Dock simply bounces up and down, then stops. Help??
