Photoshop Elements/Premier 10

It is impossible to submit a question to Adobe. I'm having trouble with Photoshop Elements/Premier 10, but can't define my issue. Help! I am operating under Windows 10 Home x64. When I open PS, the Organizer seems to be running with a photo displayed, but I can't close anything or get back to the main menu.
