Photoshop Elements Refund

Hi, I just downloaded the PS Elements and have been playing around with it and it is absolutely rubbish.

I am trying to get a refund, but the steps they are showing are incorrect. There is no chance I can deactivate the app Help>Deactivate as they suggest. Could anyone help me with this issue? Thank you!

Why exactly can't you use Help > Deactivate as they suggest?

Because there is not that deactivate option, just log out… I did and still did not work

In Photoshop Elements 2023 the command to deactivate is called 'sign out' in the help menu of the editor.
