Photoshop Elements Sharing an email

I am not getting emails to go through. I have had perfect success with past editilon using Vista Version. My computer is now Windows 7...I am OK with sending a regular email through my server- Spectrum - Outlook Express, but I do not get my photos to go through from one computer to another to reduce for web publishing.. Printing a photo is OK. I need this reason for purchase.

This has to with the limits imposed by your e-mail client.

In PSE Editor, go to File menu>Save for web. Make the long side about 800 px, check "constrain proportions", and save as JPEG file type.
