Photoshop Elements Support for Multiple Cores

Hello, I'm spec'ing out my next Windows PC, and I'd like to know if the latest Photoshop Elements makes use of multiple CPU cores and/or multiple GPU cores.  The discussions I find only pertain to Photoshop, not Photoshop Elements.  If the program is not agnostic to which CPU and GPU is in use, which CPU and GPU have most favorable performance (ie, Intel vs AMD vs Nvidia)?

I can't give you any definitive advice, but my 12 core/24 thread CPU is currently performing face recognition for a new catalog I created.  Here is what is currently happening:

 

I'm not sure that multiple GPUs will benefit you as I believe only one will be recognized for graphics acceleration:

 

 

And we have had a number of users report problems that require one of the GPUs to be disabled.

Thank you.  I am not sure how to interpret your reply.  What was the CPU Utilization immediately prior to running Adobe Photoshop Elements 2023 (i.e., Elements Organizer) to do facial recognition?  I am currently not running any Adobe applications and my CPU utilization varies from 12% to 80% over the course of a minute (mainly due to OneDrive looking for changes).
