I have Photoshop Elements v11 (32bit) and wish to upgrade to 2021.2 Is this possible and how??

Each version of the software is independent. You will have to purchase the latest version. If you registered PSEv.11 with Adobe, you may be entitled to a discount as a repeat customer, but shop around in the big box stores and Amazon for prices.

    Typically, when PSE is at full price, and you "put it in your cart" on the Adobe website, and check "I've got a previosue version" they check, if if it's all good- you will get $20 off.    I've been doing that since version 10.
