Photoshop Elements Windows 11 Opening

New computer, Windows 11.  Photoshop Elements 22 not showing up in list of apps to make default.  When I go to a picture, right click, click open with, and tell it Photoshop Elements it goes to the splash screen for Elements and Premiere Elements.  How can I get rid of that splash screen so it will open in Photoshop Elements?

Browse to C:\Program Files\Adobe\Photoshop Elements 2022\PhotoshopElementsEditor.exe when prompted for an application to open with.
