Photoshop Elements won't open, wants me to purchase and I halready have purchased

My PC was recently updated and now my Photoshop Elements 12 program won't open, it wants me to start a new trial period and re-purchase.

I encountered this issue once before and thought I saved the "fix" that someone provided to me but of course now I can't locate it.

Any help resolving this issue would be greatly appreciated.
