Photoshop Elements10 menu not displaying context

I have a system that is using Windows 10 and has Photoshop elements10 installed. the menu would not display so I uninstalled and had it remove the profile restarted and reinstalled Photoshop Elelments10 and it worked fine. Today the same problem has returned. I really need a fix to this problem other than buy newer version. I have 15 users on this same version on Windows 10 that are working fine and so far I only have one computer giving me trouble. Please help!
