1: Alle Session habe ich beendet

2: Alle Zertifikaten "Adobe User und Adobe App"  habe ich gelöscht

3: Alle Zertifikaten "Adobe Intermediate CA und Adobe Content" habe ich gelöscht

 

Photoshop/Premiere sind bei Laptop und PC installiert

I don't understand points 1, 2 or 3 if they relate to Photoshop Elements.  Perhaps something is getting lost in translation.  Nor is it possible to understand what is happening in your screenshot. 

Has Photoshop Elements ever worked on your machine.  Please explain why you are deleting whatever it is you deleted.

All I can suggest at this point is that you contact Adobe Support for help.
