Photoshop Server Extension Code ERRORS = icuuc58.dll & icucnv58.dll code extension missing

Please share the OS details and the version of Photoshop Elements that you're using. Also share a screenshot of the error message.

What version of Elements are you using?

Does the program fail to load after the message appears?

I have searched my computer for those files and they only appear in a couple of versions of Photoshop Elements, although they also appear in other Adobe products I have installed on my machine.

If you have Elements 2021 or 2022, I suggest you contact Adobe Support.  Otherwise, I agree the best thing to do is to uninstall and reinstall the program.
