Photshop Elements 14 transferring to new PC

I had

Photoshop Elements 14 installed on 2 PCs both of which have failed.I have purchased new PCs tp replace them but because the old kit won't boot I can't logout of PE14 to deactivate them and as as such can't install PE14 on the new kit....   

Going on to my account at Adobe show PE14 with multple licences but doesn't give me the ability to deactivate those licences...

Help....

The support agent failed to do their job properly.

Activation reset is supported.

Go back to chat and only ask to have your activations reset:

You have to contact Adobe directly for deactivation.

Click on the circular icon, lower right, to initiate a chat session.

Thanks Hatstead.Did what you suggested first and they told me that they don't support PE14 anymore and told me to post my query in here....
