Picture Caption/Deletion /Album Creation

Using Adobe Photoshop Elements 2018 able to access pictures/folders but has ceased allowing me to Caption/Delete/Create Album etc. When attempt any operation on-screen error message - eg ERROR CHANGING CAPTION/ERROR DELETING MEDIA/ ERROR CREATING NEW ALBUM. Solution?

What OS are you using?

Create a new catalog in File>Manage Catalogs and add a few photos. Test whether you have the same problems.

Otherwise, if on Windows, press Shift+Ctrl+Alt immediately after launching the Organizer. Answer yes to the prompt asking you to delete all preference files.
