pictures do not open in Elements 15

Given a picture in my file, when I right click and select E-15 the program opens but does not open the image.

That happens for me, too. I have to File > Open as was suggested by hatstead.

Hello

Yes I can import jpegs from within elements but if you right click a photo you will open elements but not import the picture.
