Pictures will not save - photoshop elements 14

I try to save a picture, and I receive a message saying that I "do not have enough memory (RAM) "

I've deleted a years worth of pictures / video off of my computer.
- still get the same message
I've restarted my computer.
- Still get the same message

I can save photos if I save it from other program , like paint.
I'm still able to upload photos from camera / cell phone to computer.

I then uninstalled the program, to re-install it again.
& now it wont let me install it because (same message) "I don't have enough memory (RAM)

I have went into my computer too check my memory.
and I have over half left.

    The issue is you've updated to Windows 10 1803 (April 2018) and it changed how memory is reported for Adobe products, Photoshop has problems as well.

    To fix the issue, you need to enter a value into your registry under the registry keys for the version of Elements you're running.  PSE2018 is PSE 16.0.

    Here are instructions provided by Adobe a few months back, where there are various error messages:

    Error: An integer between 50 and 8 is required | Elements | Windows 10

    The one thing that could be different between your computer and mine would be the amount of memory (RAM).  My example is for a computer with 8GB of memory so the number that is entered is 8000.  If your computer has 16GB of RAM then the number would be 16000.  If only 4GB the number would be 4000.
