Pixelated and blurry

When I first upload the photos and it takes you to the "quick edit" where you can adjust lighting before you open images, my photos are crystal clear but once they are pulled up in the actual photoshop they are suddenly slightly pixelated. I have changed the format of photo several times and it still is like that
