Place command greyed out

Upgraded from Elements 14 to 2020 today and the File > Place command is greyed out.  How do I fix that?  Thanks.

You first need to have another image open or create a blank document ( File >> New)

File >> Place

Will then drop (embed) your chosen file on-top.
