Place/Map feature problems

Don't seem to be able to add new places in Elements 2020.  The program also moves existing places to new areas; for example: Had locations Wisconsin with Edgerton under Wisconsin.  Took steps to place on map - Elements moved Edgerton from Wisconsin to Pennsylvania in my places list.   Also, attempted to add new locations within Wisconsin place; maps appears, move marker to area to mark, clicked the check mark and said "done." New location does not appear under Wisconsin in right hand Places area.
