PLEASE HELP!!!

I have Photoshop Elements 9, for some reason my Lasso Tool is not working properly. When I open the software and want to log on I get an Error 400. As I call customer service and waited 45 mins on hold they tell me the only help is on this forum. If anyone could please help me I greatly appreciated!!
