Plug in help for Photoshop Elements 15

I know this is a dumb question for most of you but I hope someone will answer me. I am older and don't get it all with plugsins. I put some in the plugins folder but how and where do you get them to work in Photoshop elements 15? They never how up anywhere? I'd love to get a few to work please someone take a minute to help an old lady.

@Fasttalker, you have to be more specific than that. Are you talking about a plug-in that you have purchased or downloaded? Or are you simply asking how to create those tiny stars or slowly moving stars in the following example:

This does not require a plug-in with Elements 2024. You create this animated gif by opening your photo and selecting Moving Overlays from the Enhance menu. There are a number of different moving overlays available.
