The easiest solution is to use the original installer for the Nik Collection.

If you don't have the original installer, then you would need to go to

C:\Program Files\Google\Nik Collection

and create shortcuts to each of the (64-bit) plugins

and put them in

C:\Program Files\Adobe\Photoshop Elements 2023\Plug-Ins

Ik heb windows 11 en inderdaad is het een oude NIK versie 2.1.11, ooit gratis gedownload, maar voldoet nog steeds goed.
