Polygonal lasso tool does not working at the top 20% of every edit.

Hi,

When doing an edit in PSE2022 the polygonal lasso tool works fine, except when I am using it around the top 20% of the page.  What happens is upon clicking in the area the first time, there is no responce, the second or third click then causes the selection to collaspe into a triange selection.  This is really wierd and have changed several settings as suggested on the PS post but still has this bug.

Anyone else having an issue????  Remember this only applies to the top 20% of a photograph beging edited.
