Posterize filter

Older versions of Photoshop elements had a posterize filter. It was so simple and adjustable. Now this filter is missing, and the ones available are clunky and not very adjustable. Is there some way to apply a similar effect in the current version? This filter used to separate areas of a picture into flattened shapes
