I recently bought Premier elements 2018 for use on a Windows 10 PC. It only displays a small number of jpg files in folders that have many more. In one case the folder has 33 jpg files and Premier Elements displays one.

You are in the Photoshop Elements users forum (for photos), not in the Premiere Elements forum (for videos).
It seems you are seeing less files when browsing in the Organizer (common to both softwares) when compared with the Windows Explorer. The organizer is based on catalogs. That means that it only shows files which have been 'imported' (registered, indexed) in the catalog.
