Premiere 15 Transcoding error 40 percent in to media?

I'm trying to burn some family videos to bluray- super basic. The videos are all the same format from an hd handycam (only 1 hour of video- about 12gb). I have a brand new Dell inspiron 15 with windows 10 and basically ONLY photoshop premiere elements 15 on it (64 bit processed and  8gb RAM)- I don't even have Microsoft office. and I have brand new pioneer bluray burner. All the videos are strung together with the same transition, a few titles, and a menu. Super basic. However when I go to burn it to a 25gb bluray disc, it transcodes the menu and then gets stuck at 40 percent of the media. I have checked for gaps, but I don't know what else to look for or change- I'm a newbie at this but thought it would be more straightforward and don't get why I'm having issues. Any ideas?
