Premiere Elements 15 wont open

I have installed and uninstalled and reinstalled multiple times. When I try to open the program a pop up message appears that says:

Adobe Premiere Elements 15 has stopped working. A problem causedthe program to stop working correctly. Windows will close the program and notify you if a solution is available.

Please help! Thank you
