Printing different sized photos on one sheet

I just purchased Elements 15 and in previous versions I was able to resize and fix my photos, add a new page and then move the fixed and resized photos on to the new page and then print the new page exactly as I had placed the photos.  Elements 15 doesn't seem to have that feature any longer.  Can anyone tell me how to do this in Elements 15.

    1. Do the math and crop/resize the pictures so that they will fit on the paper stock.
    2. On the Expert tab, go to File>New>Blank file, enter the dimensions & Resolution. This will be your canvas
    3. Open picture #1, go to Select>all, then Edit>copy to put it on the clipboard
    4. Go back to the canvas from step #2, then Edit>paste
    5. Activate the move tool and position picture #1
    6. Repeat steps 3-5 for the other pictures.

    I tried this step by step and I cropped one photo 4x4 and I opened a new blank file of 8 1/2 x 11.  I copied and pasted the 4x4 photo onto the 8 1/2 x11 but it took up most of the page - it was not 4x4 on that sheet.   There would be no more space for any other photos.  Is there a step missing?

    Open the picture and go to Image>resize>image size and read what the resolution is in px/in. Write it down.

    Go to File>new>blank file and enter the dimensions and the same number for resolution.

    Proceed to copy/paste.

    It's best to have the resolution the same value for all the picture files and the canvas when making a collage.

    Note, you can also change the size of the picture with the corner handles of the bounding box with the move tool. Drag the corner towards the center.
