Printing from Elements 2018

Greetings:  I am brand new to Elements, although I used Photoshop many years back.  I've looked everywhere and can't seem to get an answer to this problem.

I am trying, in Elements, to design a CD cover....for the jewel cases, and want to print to a specific form (template), made by Avery.  Is this possible or do I have to have the full Photoshop?  It seems like you could set up the print function, in Elements, to do this....ie, specific dimensions, and print to a specific location on an 8 1/2, 11 sheet, but I have been unable so far to do this.  Maybe I'm not looking at basic enough "How to's"?

    You can customize the stock Avery templates right on their site. But if this is not satisfactory, consider opening the  templates in WORD.

    Same here , after photoshops update I can’t print as I did before down load their up date. Unable to find help either.
