Printing Repositioning not working elements 2021

Hello Everyone, 

Just upgraded to 2021 PS Elements and it appears while I can manipulate the object within the "print box,"  both the hand and cursor/move only moves what's inside the print box.

I was able (PS elements 2019) to move the image printing area freely anywhere within the page.   

Is this a bug or am I missing something?  Help would be greatly appreciated.
