problem in Elements 2018

I have a student who finds that every image he opens from Camera Raw into the Editor is tiny in the upper left corner of the image area. He has to make it "fit the screen" every time. What is causing this to happen?

Something to try (I assume it's on Windows):

Disable the 'autohide' function for the task bar.

Right click on a free spot of the display, preferences, task bar.
