Problem Installation Photoshop Elements 2023

I had a long discussion with the service woman.
With a little bit less stress in the discussion we found out, that a firewall one PC caused the problem and Bitdefender on the second Laptop caused exactly the same.
But the program itself could only be started after installe Visual c runtime files.
Adobe created here a really terrible installation and missinformation for their service team. It seems to be, that the lady got these real wrong information from the Adobe-government

Version 21, which is PSE 2023 was released in 2022.

It should run on Windows 11. I have PSE 2020 running on Windows 11.
