Problem installing Photoshop Elements 2019 on a new Win 11 computer

Hello,
I have licenses for Photoshop Elements 2019 and Premiere Elements 2019 and want to move the programs from an old Win 10 computer to a new one with Win 11. I can download the installation files from my account, but then I can't install the programs, all I see is a blank window with the Elements logo and the title "Adobe Photoshop Elements Installer".

I have installed Creative Cloud, and downloaded the installation files there. When that didn't work, I installed a trial version of Photoshop Elements 2026 and tried installing 2019 after that, as others with the similar problem solved it with this method. But that didn't help either. I have installed and uninstalled Creative Cloud several times from both Chrome and Firefox. Now I have run the Creative Cloud Cleaner Tool and removed everything and then reinstalled Creative Cloud twice, restarting the computer in between. But nothing helps. Anyone here who can help?

Blank screens when trying to install usually indicates your video drivers are not up  to date.
are your video drivers up to date?

ALSO: if  you have a MAC computer with their latest OS you can stop trying- it simply won’t work.

Yes, all drivers are up to date. After doing a lot of research and trying a million different things, including installing earlier versions of creative cloud, and trying to install it as if it were Windows 8, and always making sure my virus and firewalls were off, it seems that I just can't install it on my new windows 11 machine. That seems incredibly unfair being that I paid for a license for this software. I bought the new version as well, but it's only a 3-year license. I would have loved to have had my old version to fall back on after the 3 years is up. Seems like Adobe is making that impossible to reinstall which is pretty lousy given they have my money for both Elements and Premiere Elements 2019.
