Problem moving PE to new laptop

Photoshop Elements version 16 was kindly moved from my old windows 10 laptop to my new windows 10 laptop by an Abode technician. But now I come to use it I get these messages:   'the active layer is empty' and 'there is not enough memory'. What should I do?
