Problem sorting Keyword Tags

Elements 2026 ver 6.3 under Windows 11.

I imported my image files into this new version and started afresh. I found that my Keyword list thereafter adopted a before and after section. This resulted in the imported keywords being sorted as one unit and my subsequent new keywords sorted in a new (later) section of the list. There is an unseen barrier between these two sections of the list preventing me from moving newer keywords up and into the imported section. All my categories perform in a similar fashion. How can I merge these two list sections into one homogeneous list?
