Problem Suspending Adobe Media Core on Win7 PC

My SSD main C drive on a Win7 PC just max'd out, andI  discovered it was caused by a MULTI-GIGABYTE Photoshop Temp file in the AppData/Local/Temp subdirectory I had no clue existed.

When I try to delete the file, an error message says:  "The action can't be completed because the file is open in Adobe Media Core" ;-(

After checking various sources and threads, the solution was *supposed* to be to suspend any Adobe files in Task Manager.   Only 2 files had "Adobe" in the name, so I "Stopped" those services.  No joy... I am still unable to delete the Photoshop Temp xxxxxxxx file.

Another strange thing is that with either Adobe Photoshop Elements 13 or Adobe Premiere Elements 13 *NOT* loaded up or running, the Photoshop Temp xxxxxxxx file kept growing in size until my SSD is max'd out ;-(

In spite of various searches, I have been unable to find a list of any other Adobe files to "Stop Service" in Task Manager other than these two which show up:

AdobeActiveFileMonitor 13.0

AdobeARMservice

Any "HELP" would be greatly appreciated.  I can't do any more work until this problem is resolved.

Hello Austin,

It is observed that a temp file, with name Photoshop Temp xxxxxxxx gets created when we use Photoshop Elements but is should get deleated as soon as we quit the product.

In your case, this temp file is not getting deleted automatically and also when you try to delete it manually it is not allowed.

It is possible only if your media content is being used by some other Adobe CC Product.

If you are not using any of the Adobe CC Product on your current machine. I would recommend you to uninstall Photoshop Elements 13, delete the temp files if there are still any remaining and then install the product again and continue using PSE-13.
