Problem uninstalling Elements 9

Hi,

My computer had a crash and since then my PS is not working properly. I have uninstalled using programs uninstall from control panel. However, when I try to re-install from my disc, I get the following message: "Please uninstall the program using setup.exe in the root folder". I see a root folder under C drive, but nothing about PS in it. Would appreciate help with this.

    What did your friend do?

    Elements is conflicting with PS5 and I need to uninstall it, but am unsuccessful.
