Problem with 2025 Organizer loading photo folders from my 2021 Organizer

I recently downloaded 2025 Photoshop Elements and when i was asked to convert my earlier photo folders to 2025, I declined thinking that i could do that later. I was using a 2021 Elements version. When i opened 2025 Organizer, no photo folders were there. i tried to remove the 2025 Elements so i could reinstall thinking that i would again be asked to convert my older folders, but it doesn't ask and 2025 Organizer opens with no photo folders. i can't find a drop down in 2025 Organizer to get these folders from my 2021 Organizer. Am i missing something? Do i have to go to my photo folders on my hard drives and now import them? It seems like there should be a way that 2025 Organizer can mirror my 2021 Organizer??? All help is appreciated. Thank you.

It's not clear to me how you are doing that, but please STOP!  Hopefully, if you were using the My Folders panel in the Organizer, you did not check the box to delete the folders from your hard disk:

 

It appears to me that you do not fully understand how a catalog works.  It does not contain any photo files or folders.  It is only a database that keeps track of, and displays, the files on your computer's hard drive(s), wherever they are stored.  For a fuller explanation please see this post.

 

  • Since you don't want your files in the Cloud, before doing anything else, go to the Organizer's Edit>Preferences>Auto sync dialog and uncheck all of the boxes.  I also suggest that you reboot and then confirm that the boxes remain unchecked.

 

  • What is the name of your currently open catalog?   All of the thumbnails in it (with the yellow questions marks) are missing files.  It's not clear to me how these files, which could only be imported into the catalog using their real folder locations, became missing.  If you moved these files outside of the current catalog, either with a different open catalog, or a different version of Elements, or using WIndows File Explorer, the files will become missing and the catalog in which they exist will lose all track of them.  Do any of these missing files have tags attached to them?  If not, you might as well delete the catalog.  But we can figure that out once you have properly converted your Elements 2021 catalog.

 

Hopefully, you have not made any actual deletions of files and folders from your hard drive.

Don't worry.  You can still convert your old catalog to Elements 2025.

 

Go to File>Manage Catalogs and click the Convert button.  Your old catalog should be present in a list in a new dialog.  Select it and click on the Convert and/or OK button.  Let me know if you need more details or run into any problems and I will be more specific with the process.

Here is where i am at. I have several photo folders showing in 2025
Organizer but they are only thumbnails. When i try to open any one photo in
a folder it will not open the corresponding file, it only shows a question
mark.
When i look under the Convert tab, i see a first folder that looks to be
one single photo folder. I see a second folder labeled "My catelogue 2
active," and a third folder labeled "My catelogue 3."
If i try to open My Catelogue 3 - it says that "Your active catalog, My
Catalog 2, is automatically synched to Adobe's cloud storage. If you change
your active catalog, the media that's already been synched will be added to
the new active catalogue and the new catalog will be sync to the cloud."
I just want to move my 2021 Adobe Organizer catalogue over to 2025 without
adding any additional photo folders or photos.
Also, i don't want anything uploaded to Adobe's cloud storage. I have
190,000+ photos, i don't want to buy any adobe storage.

i am currently deleting all of the 2025 Organizer photo folders of
thumbnails to start with an empty catelog.
Any help is appreciated.
