Problem with file wbemprox.dll not functioning

Recently started having this problem with starting both PSE12 & PSE14.

After pressing OK, I get this screen.

I enter my serial number and either version of PSE seem to work properly.  This happens every time I close and reopen PSE.  I have uninstalled and reinstalled both versions to no avail.  Is there a fix for this?
