Problem with resizing in Photoshop Elements 15

The resizing feature in PSElememts 15 has locks up and no longer works.  When I try to change size or resolution by
selecting either and type in a number, rather than the new number being typed, the existing number goes up in tiny increments of 0.1.  If I delete the existing number, PSE will not allow another number to be typed in and locks up.  I tried restoring preferences but that didn’t solve the issue.  Any suggestions?
