Problems Downloading Photoshop elements 2019 and Premier Elements

Question

I recently had problems with the organizer and uninstalled by 2019 elements. Now when I try to reinstall the programs I get a message that I need to update Windows and/or Adobe apps. I'm at a loss what to do. I have used Photoshop and Premier elements for over 10 years and never had this problem.

What media are you using to install the program (from disc or downloaded file)? Please post a screenshot of the exact message you get when you try to install.

What version of Windows are you using?
