Problems installing existing Elements on Mac Air 2022

I recently upgraded my laptop from a 2014 Macbook Pro to a 2022 Macbook Air. I made a one-off purchase of Photoshop Elements in 2018, which is still there in my Adobe account and available to download. However, when I try to download it onto my new laptop a message comes up saying ""Install" needs to be updated. The developer of this app needs to update it to work with this version of macOS. Contact the developer for more information."

Does anyone know if there is anyway I can download Elements without having to switch to a monthly payment plan?
