Problems With Straighten Tool in Premier Elements

This started happening a few months ago.  I am trying to straighten a photograph in RAW format.  I made sure to click on "fill in the edges."  The edges are not being filled in.  In addition, I am now getting a popup telling me that I have to create a layer.

This never happened before.  I don't know anything about layers, and I don't know why Premier Elements is telling me to create a layer.  And I don't know why, when I straighten a photo, the edges are not being filled in.

What version of Elements are you using?

 

If the tool once worked, but has now stopped working, try resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.

What version of Elements are you using?
