Process Multiple Files... Include Subfolders... not working

I am using Elements on Windows 10 to Process Multiple Files to Resize all photos to lower res sizes. If I check Include All Subfolders, it goes through them all and I see them flash on the screen. However, it only resizes photos in the primary folder. Subfolders are left the same. Any ideas?

(I said I was trying to Resize. Actually I'm using the option to "Convert Files to: JPEG Low Quality".)
